Wellfleet Finance Committee
Minutes of Meeting of March 21, 2011
Senior Center Conference Room, 7:00 p.m.


Present: Dennis Murphy, Chairman; Sam Bradford, Robert Kelly, Janet Loewenstein, Sylvia Smith
Regrets: John T. Morrissey, Liz Sorrell, Robert Wallace
Also Attending: Town Administrator Paul Sieloff

Dennis Murphy called the meeting to order at 7:00 p.m.

Warrant Articles
There were several Articles in the March 22, 2011 draft Warrant1 for Town Meeting that FinCom needed to consider for recommendation.
Articles Kab, Ka and Kaa - CPA Funds for Recreation Field
Assistant Town Administrator Rex Peterson explained the three inter-related Community Preservation Articles for a Multi-Purpose Recreation Field, Articles Kab, Ka and Kaa.
Kelly moved to NOT recommend Articles Kab, Ka and Kaa. Smith seconded, and the motion carried 4-1.  
Article A - Operating Budget
The Operating Budget was tabled and will be voted upon when the numbers are set.
Article B – Transfers
Article B was tabled until the next meeting.
Article Ea -    WES                                                             
The Finance Committee still wants to have a staffing question answered before voting on Article Ea.
Smith moved to NOT recommend Article Ea.  Kelly seconded. The motion did not carry 2-0-3.  
Smith moved to rescind the vote on Article Ea and reserve recommendation to Town Meeting.  Kelly seconded, and the motion carried 5-0.                  
Article - Fa Police
Loewenstein moved to recommend Article Fa. Smith seconded, and the motion carried 5-0.  
Article Fc - Firefighters Wages                                         
Loewenstein moved to recommend Article Fc.  Smith seconded, and the motion carried 5-0.                                                                                 
Article Ld – Small Town Road Assistance Program (STRAP) Grant  
Smith moved to recommend Article Ld.  Kelly seconded, and the motion carried 5-0.                                       
Article M - Disposal of Town property
The one item to be sold is a 2005 Chevy Silverado Pick-up truck for $1,000. Smith moved to recommend Article M.  Bradford seconded, and the motion carried 5-0.                                         

Article U - Sale of 3 vacant Town properties.  
Kelly moved to recommend Article U.  Bradford seconded, and the motion carried 5-0.  
Article Uaa – Transfer to Conservation Commission
Kelly moved to NOT recommend Uaa.  Bradford seconded, and the motion carried 5-0.

There was a discussion of the Beach ATV rollover form.  Beach Director Suzanne Thomas was contacted and put on speaker phone to answer some of the questions about the ATV.  
Statement for Warrant
FinCom members made revisions to a draft statement2 to be included in the Town Meeting Warrant.  
Minutes of 3/911
Bradford moved to approve the minutes of March 9, 2011.  Murphy seconded, and the motion carried 5-0.
Mail
Cape Cod tech had sent a notice of Wellfleet’s contribution to the school.  
Jan Plaue of the School Committee had sent a response to FinCom’s letter.
Other Business
Paul Sieloff gave a follow up on having an outside study of Fire Department Overtime.  The Selectmen had decided to wait until May after a similar study is completed for the Town of Mashpee.  
Agenda for Next Meeting
A meeting will be held on Tuesday, April 19, 2011 remaining Warrant votes and explanations of the Articles.
Adjournment
Loewenstein moved to adjourn.  Smith seconded, and the motion carried 5-0.  The meeting was adjourned at 9:00 p.m.
